      It seems on Chrome and IE11, hovering over the tab will not change the tab; only clicking it will.

      On Firefox and Edge, hovering it will change the tab, so clicking on it will open the window.

      Hover? I thought the issue is the clicking.

      On FF and Edge, hovering will change the tab. On Chrome and IE11, you need to click the tab to change the tab.

      Only once the tab has changed will clicking the tab open the window.
